Resource Consent Approval in Sandringham, Auckland for Flood Impacted & Special Character Site
Tripp Andrews provided full surveying, planning, and civil engineering services for a residential addition and alteration project at 28 Kiwitea Street in Sandringham, Auckland. The site is subject to both a Special Character Area Overlay and flood hazard constraints, requiring a highly coordinated and technically robust approach.
The Challenge
This project involved two major complexities:
- Flood risk constraints under PC120 (Plan Change 120)
- Special Character Area planning controls, requiring design sensitivity and compliance with heritage-style guidelines
Additionally, the client did not engage a heritage specialist, meaning Tripp Andrews had to lead and manage all planning and special character considerations internally.
These overlapping regulatory requirements created uncertainty around whether consent could be achieved.
Our Approach

- Conducted a detailed topographic survey to inform flood modelling
- Completed a site-specific flood risk assessment aligned with Auckland Council requirements
- Prepared a full Assessment of Environmental Effects (AEE)
